I found that the driving is sluggish on 4 and the cars feel heavy and somewhat floaty. The opposite is true on 5 where the cars stick to the road like glue but the damage models are grossly simplified. Everything else I found to be better on 5 though.

People think it's the way Rockstar handled it. They aimed for realism for a change, so the game is too serious, the cars take quite a while to get used to, cellphone gimmicks, etc. They also cut content in comparison to SA, the map is smaller, there's less customization but in return there's more attention to detail, interiors and such.
I think it's still a great game, unlike any other in the series.
