I admit when I built my current PC, I still had a perfectly functioning one to tide me over, but I spent a good two weeks weighing my options and I saved a bunch of cash doing so.
I would strongly recommend to do research instead of just asking strangers on the net to pick pc parts
Google up and read on
Cpu's, cores, clock speeds, power consumption
differences between AMD and Nvidia, and naming conventions
motherboards and what do all those numbers mean
etc...
The only thing I would say to avoid are AMD cpu's

A lot of those builds would be struggling right now. A 750 can run Battlefield 4 better than a ps4 but it struggles on Rise of Tomb Raider even at low.

There's a problem with that, as I said in a previous thread. No two games will run the same across both platforms. Making a PC "on par" with the PS4 is outright impossible due to how varied the quality of the ports range. You're better off just getting a cheap i5 and a 960 or equivalent and call it a day if you want a strong but cheap PC.

Finding new desktop computers (like Dell, HP, etc) nowadays is rare, since the average desktop has been obsoleted by laptops and all-in-one PCs, not to mention modern tablets. Looking on Staples just gives me refurbrished units with no monitors, and really weak CPUs like a third gen i3. Desktops have fallen out of the mainstream, now they're used for niche applications like gaming and workstation use.

I would get an FX-6300 ($90) and pair up with a fifty-dolla AM3+ board.

If all they're going to do is browse the web, watch movies, and play games, I'd recommend something silent and low-power over the excessively stronk.
It really depends on what purpose the unit must fulfill and the level of luxury the OP wants.
If you're primarily gayming never buy a locked processor/mobo. Even if you don't OC now you might later, will save you cash in the future, especially since you don't need to upgrade CPUs often for games.
