The gameplay mechanics are so shallow and underdeveloped they had more time to make the backgrounds more pretty.

yeah you can't go explore any of it because it's all low quality background models outside of the linear play area
Same reasons as God of War 3. They're very tightly controlled setpieces.
"Pretty backgrounds that you can't explore while actual area you do play is actually pretty lame" is the defining thing with last and current gen games.
