Meh, I didn't think Chapter 9 of Revelations was that hard, honestly. Revelations enemies were really week, Subaki's base stats are strong, and there were less archers so I was able to have Subaki running around tearing up shit while I really wasn't able to in Conquest's version with Beruka. Also, Corrin and Jakob were blatantly overpowered in Revelations thanks to having had the last three chapters for themselves while on Conquest most of my units were on relatively even ground.

However, all my units except Elfie or Kamui die in one round, so if any peg knights get in I lose a unit. Usually what happens is one flies in from out of range and one-shots someone before I have a chance to move everyone but Kamui and Elfie out of range (and both of them can't survive on their own very long because Kamui is an evasion tank and Elfie gets raped by ninjas).

When Takumi dries up the river...collapse your army and pray you can hold off the ensuing shitstorm. You should have had Selena and Niles fall in by this point.
Engage Hinata with Corrin or Effie.
Absolutely do not engage Takumi.
Don't move any further than you need to to get the villager rewards.

The problem I'm having is that Zero can't hold off the right by himself even with the ballista and Severa gets destroyed by the enemies that come up that way if I send her over. Pegasus Knights one-shot my units if they ever are in range at all so I can't have anyone anywhere that a peg knight will ever be if they're not Elfie or Kamui and Camilla can't kill them all before that happens. I've been doing exactly what you said but every time I get overwhelmed by pegasus knights and ninjas.

In my playthrough, the ninjas would hardly try to hit Effie because I left an archer at the ballista, but he would fight back without killing them, so there would be a massive line of enemies trying to get a shot at Niles but couldn't get in range, so in the next turn, he gets healed and kills any leftover.
Abuse ballistas but don't hit the ninjas, just the spear users and flying fucks, they're probably the biggest threat in this chapter.
I also used Haitaka to lure ninjas at him on the left side of the wall near the crack, he has high defense so Ninjas wouldn't do much damage so Niles would Dual Strike with him and finish them one by one. If you don't have Haitaka, try using some other tanky unit that you may have like your Kamui to lure them but make sure they're paired up so the Ninjas' dual strikes won't kill you.

I put Effie at the gap on the bottom right with Elise behind her. In that bottom left where you're putting Effie, I put Arthur there. Equip a Hand Axe and have a healer behind him. You can bait enemies into attacking Arthur over the wall. When Beruka joins, you can pair Beruka with Arthur for a few turns to boost his defense. He shouldn't get killed doing this. Elise shouldn't need very much healing over there so Elise can help back up Jacob/Felicia for healing other units. I was using Camilla to fly over the gap and take out units that Odin was softening up from the Fire Orb. When Camilla was in danger, I had her fly back over the gap, get healed by Jacob and Elise, then Azura would sing to get her back out there. Once Takumi freezes the water, good luck.

What I did was send Effie and my underleveled Mozu up to the top right to use the ballista, deal with archers, and pick off stragglers.
Silas and Severa took the top left, Niles and Nyx operated their ballista and fire orb, with Niles coming down to take out a Peg Knight or two, and everybody else who wasn't Elise or Aqua fighting on the front lines, and then everyone falling back to defend after Takumi lets down the water.
Took me like 15 tries, but I eventually won.
