I literally spent weeks playing this.
I made an empire stretching the entire Unlimited Expansion map, with a text document detailing the political and military structures of the tiny digital vikings living in my computer, and named each viking accordingly by title, rank, or simple relation.
It was the height of my autism.

Man, it looks much better than what I would have remembered. It's Wolf3D-style flat, right? I remember each level being something like a floor of a building.
I liked it as a kid. I can't get it to work on Windows 8 so I can't go back and see how it's held up.

Even though it's a pretty modern game with good graphics they only animate the characters mouths when they're talking. Makes everyone seem like some weird inhuman thing.

That shit was absolutely THE next level back in the day.
You couldn't just run n gun through things. There were scientist you needed to find who would give you a card I believe, thing is if you found the wrong one he'd turn on you and if you killed the right one good luck.
The weapons, enemies and atmosphere really set it apart. Shame it hasn't seen shine like Doom and Wolfenstein

Does anyone know the name of a game for SNES (and possibly Genesis) about a beat-em-up similar to Battletoads, but where you played as a qt witch and she had different outfits in each level?

It plays almost identically to the classic Tony Hawk Pro Skater games, but on a GC controller.
And combos can be carried with cartoon physics in addition to classic tricks, which adds a layer of potential to the game. The maps are really pretty for a dated as fuck game.
