I remember in Rift the in-game macros when you would just cast a bunch of abilities in a row would just pick the first one that's off cooldown; which resulted in some classes whose ability use is just a priority queue turning into literally spamming 1 button to do an optimized ability rotation for their class.

Then you gotta add side effects based off the quality of said potions, are you using a consistant brand or formula or are you just chugging every red bottle you find on the floor in a 300 year old dungeon.
No cooldowns on health potions are silly, it effectively turns your character's actual health irrelevant (only get as much health to survive the biggest possible hit) because you can just chug potions forever.
I never got into ARPGs partly because of that (though I know they have some ways to balance around that).

Only one I can remember off the top of my head is FFXI where you would get a status effect that prevents you from chugging potions. The problem was it lasted for like 30 minutes to an hour

That would be difficult to do for certain genre of games though, not impossible but if all games had to do cooldowns on health aids, games like diablo would be really different.
