Tell me /v/. How could a Japanese dev in 2016 create a game that isn't an existing IP which could get on the cover of Game Informer? Is it even possible anymore?

I very much doubt this. There is some dependence on it being relevant. You can bet if the devs of Senran Kagura somehow got enough money, they would be denied the GI cover no matter what, or the price would be astronomically higher than a dudebro game.
