Garden's sustain needs you to leave him alone for fifteen years so he can regen, and top laners are getting increasingly better poke/trade, plus Grasp makes his passive a little less significant.
That said, if your lane opponent ends up as the Villain and you still lose, he's either fed to morbid obesity or you just can't play the game. My two cents, but I might be talking out of my ass here, haven't played a ton of Season 6 yet.

I mean, fuck, new Darius absolutely destroys him without even trying. Garen needs to be able to dash in, land strike, and spin the full duration or else he just plain doesn't have the damage output to compete with most top laners nowadays. Anyone who can fuck with that pattern will invalidate him, and anyone who can eat that pattern and still come out on top will kill him. He's weak, but it's all for the better, because resourceless champions are fucking stupid.

The way I learned to play Garen was to just start with armor and as many health potions as you can and stay back with your minions in case your opponent decides to attack you. Then you just go in for last hitting, and make sure the action always stays closer to your turret just in case. But then again that would only be for AD matchups...
Farming is all that really matters when you go toplane anyway. Doesn't matter how many kills you or your opponent get, you can make up for it just by getting ~15 minions or some objective.
