It is. The only neat things are diseases, food having more utility and ammo weight.
Otherwise it just adds to the slog. No fast travel. Not even a replacement for fast travel, like some retard wasteland taxi. Just nothing.. No mods. No console commands.
Oh, also no saving outside of sleeping autosave. Have fun fighting 2 dozen guys and dying to the last one only to lose 45 minutes of gameplay progression.
