Most FF games peak early then go downhill in terms of story. The only exception being XIII, which started off horribly but got slightly better.
I also wish the dark, gritty dystopian feel of Midgar was more present throughout FF7's world aside from one or two towns. That's probably my biggest complaint about the game.
