Many say the allies went overboard with how they dealt with Germany. Near the end of the war, Germany was blockaded and many civilians died due to not enough resources coming into the country.
If you want to know more about how fucked Germany got, watch All Quiet on the Western Front. It shows Germany's decline from excitement about the war to the realization they're gonna win as well as how fucking awful war really is.
Also, that line may also be referring to Germany's state before WW1. They were an embarrassment. Their rival France grew exceptionally well due to France's relationship with Russia, as well as France's success in the scramble for Africa.
