I would say the pretense is more developed in western games. Like Morrigan will give you a two minute monologue about why she wears skimpy robes around a camp fire while dramatic music plays and Morrigan looks deep in thought, explaining her reasoning for the decision. Whereas in Eastern games, the excuse is very touch-and-go, just a single line like 'UH, CAUSE I LIKE WEARING THIS, DUH' or 'WHAT'S WRONG WITH MY VERY REVEALING OUTFIT? IT'S COMFY'. I think Etna and the chick from Atelier give some halfassed reason for their attire at some point, and the pretense is much less developed.

Personally I don't really care how characters are dressed in games, if that's what the artist decided. But I'm trying to explain the reason people treat the fanservice in Eastern titles differently than the fanservice in Western games. Because generally Japanese games will have really heavy fanservice, massaging mini-games, photoshoot minigames, upskirt shots galore, etc. While Western games are more tame in their fanservice, and usually couch it in a lot of developed excuses e.g. Morrigan wears a robe with her titties hanging out because she had a sad childhood or whatever.
