Right now its kind of shitty. You have a karma system, you loose karma when you kill or attack players and if you get red you can't enter cities because soldiers attack you.
But in the future, like, in 3 months, we will have a city just for the outlaws, then its when you will be able to kill players as much as you want. And they are even planning a bounty hunter system, so yeah.
As for other pvp, BG are very shitty, global pvp is where the game shines, as guilds fight for castles and such.

I'd kill Kel'Thuzad and be done with them (besides figuring out a few aspects of the game that are currently more-or-less lost, like some specific ability interactions and durability loss formula). Farming content is cancer and vanilla is dull (I'd quit immediately after Kil'Jaeden/Lich King or Yoggy+0 as well but I'd enjoy TBC and Ulduar better while I'm playing).

In Archeage, the bandit system was essentially Pirates. Pirates had their own island. I was the leader of a pirate guild, and being the anime faggot I am, we were called Strawhats. We raided the fuck out of the main trading cities and routes on our own boats. We destroyed and stole so many player owned boats. I remember this one time I stole around several farms worth of loot.

Like, instead of having MORE LEVELS and MORE RAIDS and shit, have more leveling zones, new stories, more professions, etc, but keep it planned around the same 1-60 scale so they don't fuck up the balance of everything.
