The NX is two different things: one console and one handheld. It's not a handheld that plugs into a TV. An earlier rumor said Nintendo will launch the console first, and the handheld in 2017 but it's just that, a rumor.

The point of handhelds is that they're portable devices, sacrificing the form factor to accommodate console hardware would defeat it's own purpose.
Nintendo can dominate handhelds either way though because they know how to do it and have a loyal following but without a successful console bringing in the bread, they are in trouble. Handhelds are low risk low return even when successful.

We're several years on now from when the PS4's SOC chip was new. Off the shelf SOCs routinely handle higher resolutions than 720p, its entirely plausible that Nintendo could release a handheld with a 'withered' CPU that would be able to deliver performance not that far removed from a current gen system in a handheld form factor. Sure it wouldn't fully measure up in some ways but a cheap SOC combining the obligatory mobile ARM CPU cores with a somewhat modern Vulkan capable GPU would be a decent performer.
Don't think about it in terms of how much worse than a PS4 it would be, think of it in terms of how much better than a PS3 it could be.
