The game fucking sucks because of the metagame, there's 100 characters but they all fall neatly into 6 categories: Jungle guy, Bruiser top guy, mage, assassin, support, ranged dps. The more a character deviates from their archetype the more Riot makes them suck.

Zed has been in and out, for some reason they released a new assassin item so he's been stronger now, though Talon got a bigger boost from it than Zed did. Ahri has been out of favor for I want to say a year or more, and even if she is played again she isn't nearly as strong as she was. That anon probably just mentioned her because the last time he played was way back then as well.
Jhin, the newest adc, is good, but he isn't so godd as to lock out other choices. Besides Ezreal and Lucian (who are top tier now), ADC's are actually in a pretty good spot where just about everyone except Urgot and Varus can do well (though Ashe might be on the weaker side).

Just as an aside you look at the timing on the nerf under normal conditions you hit 9 generally after hextech but before your NLR so it makes early-mid clearing messy as hell and hits his corresponding teamfight pretty hard which given how snowbally the game is now can fuck your team up hard.
As for the counters, Talon I'll give you is a skill match up but it favours talon, I don't know what to say if you honestly don't think lux and zed are counters like lux is indisputably Viktor's biggest counter.

That E nerf was LITERALLY the first nerf he has ever gotten since he was released. The only other ability chagne that wasn't a bugfix was rebalancing his hextech cores so that they gave less early game and more late game.
AP items haven't been as good but that's more of a general mage problem than viktor himself. Same with the meta shift.

Considering Smite is the only one that didn't fail miserably and its playerbase consists of people who couldn't figure out LoL and Dota both of which are worlds more popular, I would say that's pretty untrue.
At least how Smite does it it really doesn't work, it just removes information from the player without adding anything in its place. The characters are designed as if they were meant to be played top down, and not being able to select targets for disables removes a lot of the strategy and positioning element from the game.
Jarvan, Vlad and Brand were the only reason I sometimes have the urge to play this game. I kinda miss deleting my account now that there's a way to choose your starting role but alas, there's no going back.
Plus, when I actually came back for a while on a second account in mid twenties, I've had people threaten surrender and just fuck around until 20 every time the enemy got a 3 kill advantage. It's ridiculous, hate on DotA all you want but at least this shit is much less prevalent.

The silence was replaced by a super slow. Basically, it DOES synergize better with talon's passive, so you do more damage, but the lack of the silence means that your target can actually flash/zhonyas and possibly survive.
Now you can't do the ghetto "have boots of mobility, pop yohmuus, ult in the fog of war, E someone and kill them in one auto attack with a Sword of the Divine + infinity edge Q."
