That leaves Hammerfell, High Rock, and Valenwood as unexplored potential provinces.

Going back to High Rock would be a new low, but their audience is so underaged that they probably won't care. At the same time, I think they'll want to have a game that is more visually distinct from Skyrim and Oblivion (especially since Cyrodiil was basically High Rock in that game), so they might go to Hammerfell for that reason. I think the calculus will come down to choosing between black people and same-y environments. I'm not sure which they will choose.
