The core of each rebel base could be its Xen-Relay teleporter, and the core of each Combine base could be its Dark Fusion reactor. Combines have huge, clunky, expensive and shit teleporters but superior energy production. Rebels have compact and advanced teleporters but they need to generate their energy from whatever was left of the old world.

City one used to be a project for Lemonpunch, a map made by Aspen, it was supposed to be more "Luxurious" version of half life 2 focusing on the "before rebels/civil protection" meaning Loyalist and Anticitizen. there was supposed to be skyscrapers and a big part of the map was loyalist - administrators focused :)
it was very clean too!
City 14 is another map made by i think TnB and this time it's a map in Paris :)

They're Overwatch action codes. Cauterization probably refers to lockdown and information control, so that an incident against the overwatch establishment won't inspire others to become anticitizens. You burn the wound to stop the bleeding.
