Only CG and CE, who are - surprise surprise - motivated by codes of good or evil. Lawful means a code of conduct, not a code of morality.

True Neutral is morally and legally ambiguous. It's not that they don't care, they just don't have a designated preference and act under any and all designations.

Chaotic Neutral does for himself. That doesn't mean he's fun loving, caring or otherwise. Chaotic Neutral exists to defy Law or shun codes and rules, be it good or evil.

Going by 3.5 PHB, a code of morality is concerned with the suffering of innocent life (sentient), while a code of conduct is concerned with personal reliability and consistency.

NG will lie to save an innocent life but avoid it elsewhere, LG will not lie despite wanting to save that life, CG will lie to save that life in addition to lying whenever they feel like it.

If a Lawful character's personal code clashed with a regional law, it would depend on how much that code values authority, and how much the code values the conflicting element(s). If both are highly valued, the character would begrudgingly attempt to mediate some compromise, or leave the region.

It's not about codes and laws, it's about valuing order in society.
If a crazy ruler sets up a bunch of arbitrary laws that promote chaos and disorder, even a lawful neutral character might disagree with them.

Nearly everything you write is wrong.
-Lawful Good believes a well-governed society helps all people who live in that society and strives to uphold the workings of the law and uplift the people they can within it.
-Chaotic Good believes that Law or regimented social structure is a hindrance to altruism. Whether inherently corruptive, or a source of power for those that are uninformed or abusing it.
-Neutral Good believes that the actions of empathy and compassion superseded all. Sometimes laws are misguided but they don't believe the system is inherently flawed. This is a middle ground; imagine a doctor that lives his life in a city and takes pride in doing his work but is willing to break a quarantine and enter a sickhouse because believes knows he can treat the plague sufferers in it.

-Lawful Evil believes they can use the rules in a society to their advantage. Whether aspiring rule the nation, or content to run a slave gang mining silver: profiteering is more reliable than pillaging.
-Chaotic Evil seeks the overthrow of society, or at least seek to live outside the commonly held ordered societies. They see walls and rules as "the man" standing in their way to get what they want.
-Neutral Evil seeks self-serving ends however they can without adherence to law or complete aversion to it. They will murder an ambassador, steal his papers, and then they will lie about having diplomatic immunity after their next crime because the protection of law suits their interest at that time.

-Lawful Neutral believes in order. They either don't care about perusing personal gain through the law, or think it's more beneficial to society as a whole to make and adhere to rules.
-Chaotic Neutral believes in freedom. They may want to abolish the law but not just for their personal gain, or to liberate a victim class.
-True Neutral is open to interpretation but it also falls into a middle ground. Either opposing all extremes, or not holding to any stronger than another.

Stupid and arbitrary because they have literally no effect on gameplay nor limiting your roleplaying. It always has been just another way you signal the kind of character you want to play. It's a convenient shorthand that tells you the CG Rogue is a Robin Hood type where as the LE Rogue is obviously going to try to backstab you eventually and then throw fit when it doesn't go according to keikaku.

Shitty players have always existed, and since the dawn of AD&D violating your alignment tenants have been the DM's go-to for shortchanging player's characters. These arguments were so common a decade ago WOTC got rid of Chaotic/Neutral Good and Lawful/Neutral Evil and all but one Neutral in 4th ed. But we all know how that went.
