Not really. There are very few billionaires running around, and most have been too busy earning billions to obsess over video games constantly.
Also: doing such a thing would almost guarantee a crappy game. Most of these "wonder idea projects" can end up running over a decade or more and still turn out like shit - because tossing ideas at a game is not the same thing as developing those ideas into something enjoyable.
