It's because it's a UWP app not a standard win32 program. It may as well be running on a different operating system. Since the OS that runs the game and other UWP apps doesn't work with games properly it can't be fixed until the entire OS is upgraded.
By the way Microsoft expects to force all games to use this in the future, if you don't want that demand developers use Vulkan not DX12.

Yes both QB and gears of war are dx12 but near unplayable due to the way the windows store apps work.
Anyone that says it's not a big deal I'm sure they will fix it, remember this: They have been planning this for years but basic features such as vsync control, multiple gpu support, mods, even being able to edit game configuration files and crippling performance losses were not considered important enough for launch. Despite huge resources being invested it still cannot do basic things that early iterations of steam and other platforms could do over a decade ago.

True story, when I was really young I always used to quit to the main menu before exiting a game (I was used to computers and being told I have to shut down the computer from the start menu). I played a fishing game that had no obvious way to quit to the main menu and had a mini existential crisis until my parents pointed out that I could just turn off the game.
Turned out to be good habit though since the rise of games that autosave, and many games can only manually trigger a save by quitting from the pause menu.
