XIII-2 had fantastic music, the combat system was more refined than XIII , and I liked the Chrono Trigger-ish feeling of moving through time to correct history.
I do realize the characters and story were mediocre at best. I suppose it could go a little lower in the list, but not that much lower.

I consider 2 and 8 the worst in the series though I like 2's story better than 8. Gameplay wise you are probably right though. Even the absolute worst games in the main series are at least okay. However, it's not enough to just be ok when you are trying to engage the player for 40 hours or more imo.

I dunno I think I had a really good flow to the quests it handed you. Like each race was introduced well and their issues solved cohesively. Just very good pacing for a Final Fantasy in general.
