ALL modern music has its roots in "niggervibes" mixed with traditional western music.
in tokyo, at least, jazz is and has been considered artsy and trendy for a long time.
every time i've been there, someone has told me about a "cool" jazz fusion bar or i've just seen them walking around at night.
i guess it's considered exotic and fashionable to a lot of people there.

One, I bet you don't even know what Jazz is. Two, there are plenty of Japanese OSTs with no Jazz in it. Three, a lot of the time that a Japanese composer uses Jazz, they mix it with other genres.
