If you're 10.5 or under firmware you can hack it for free. If higher OoT3D and action replay power save is your cheapest option for pirating games.

You can play GBA games off your sad card. You need an r4 card to play DS games. An r4i gold card is about 15 bucks these days.
GBA and NES games emulate perfectly on O3DS. Not sure about Genesis. For playable SNES emulation you need a N3DS.
