If you follow the narrative of the story even slightly the actions and objectives of the Nohr campaign are much more morally dubious, they have a Saturday morning cartoon villain as their leader as well.
I disagree with you that there's significantly more bad people on Nohr, but even if that was right it's completely irrelevant because they're constantly doing evil out of aggressive stupidity regardless.
