More or less, that's exactly what it means.
Language is not something natural, it's a positivist construction made up by people. If people use the language in a way that makes it evolve into a certain direction, that's direction is objectively "the way language works".
Cyberpunk does a much better job at exploring social issues. It's basically our current society taken to the extreme.
I like to see more Dieselpunk. I mean who wouldn't want to live in an alternative industrial revolution future? Also, comfy pipelines and heavy machine noise. It's the perfect blend between cyberpunk and steampunk.
