Alot but you can like make spy networks in other countries which reduce the amount of diplomats you get almost free fabricates, embargos, and other espionage things.
Also you get States which now work as double core but rather than costing monarch points they cost money.

You tend to war at logical points where you have a large technological advantage, and grabbing Artillery is one of those times, which naturally moves into Railroads. Flight requires you to have filled out the entire top of the tech tree, which you often don't, to reveal oil.
You can go for research labs immediately if you want and do that first, but if you're only doing that (and it's likely you have Oxford'd into Radio anyway) you still have more than enough time to build Neuschwanstein

Artillery is a game-changer but it's too far out of the way. Flight isn't really an option - If your enemies have it and you don't, you lose, there's nothing you can do about it.

It's how I always play Deity man, rush Artillery and go in there. I don't think you realize how many techs you can ignore when going for Artillery + Railroads, it's a pretty isolated tech
There's no point having a "game-changer" when you're going to try and get it way after research labs

Electricity is nice for Aluminium (Rocket Artillery) locations and the Eiffel Tower, if reached that early, is an easy to grab wonder for tourism defense and a bunch of happiness - and considering I've usually been warring that's always welcome
