Not true.
I mean desu I don't have any complaints about the community based mods I personally think most of them are well made and contribute to the overall experience of the game.
Yes this game will chew you up and spit you out but it is still, imho, one of the best fighting simulators. And by fight I mean gunfight.

A whole bunch of us got banned from a server because one of us argued with a mod about the spelling of "struth" and another said the word cuck which the mod was convinced was a hidden way of saying fuck and that it was inappropriate language on a MA 15+ game.
Same group also all got banned from 2 or 3 arma 2 servers for shit talking, not role playing or hunting down mods to get revenge kills.
ARMA mods are always the worst.

Aus arma 3 koth and arma 2 wasteland servers and us takistan arma 2 servers.
Arma mods hate fun, they want everyone to treat the fucking game like real life and get pissy otherwise.
We all got banned once because one person got red chains when they ran around a corner and killed a mod, the mod claimed he was hacking then when we asked him to bring up the battle eye proof he just banned everyone, then randoms on the server started asking why he was banned people and he banned another 20-30 regulars over the next day or two, the server had real low pop for a while then died. The events of that night literally killed the server.
