I actually know a great deal about this topic. I spent a long time search for the ultimate wizard game. For graphical games there isn't one. If you want to play a MUD there's Discworld MUD. It has the most detailed magic system I've ever seen in a game.
Magicka was cool.
Vanacian systems (dnd fire and forget) at least adds a resource conservation and prior planning mechanic to it.

I thought Legend of Grimrock had a neat idea in that spells weren't just "pick a spell from a list" but rather you had a set of glyphs, and to cast a spell you had to use the correct series of glyphs... but it was unwieldly to use in real time combat.

Magicka as everyone says, but it's still not much.
There's three ultimate combat spells that make all others almost redundant:
>2Steam+2Lightning+Arcane (Highest damage beam possible), >Ice+Shield+2Lightning+Arcane (Highest damage and spread AoE attack)
>4Ice+Rock (Highest damage possible)
I think what Magicka needed to still be fun for experienced players was to put more programming effort into crazy combinations, then made it so that all spells could be cast through combinations of elements: No spellbook stuff.
But the ultimate magic system for a game would in fact require a language that could express absolutely anything, without having a precreated noun for everything.
I've actually reached the conclusion that I need that for two other projects, and I've made little progress on creating such a language.

Souls magic is an odd things where its funner to use as a supplement to other weapons.
Thats the case for Miracles and Pyromancy anyway, Sorceries were only any interesting in DaS2 thanks to spells like Soul Greatsword
