It's a complete lack of talent and drive. Arc Sys actually give a shit about their products. Their fans are also willing to pay whatever to play them.

They wanted to do 3D in the first place, and did with Battle Fantasia, so it's probably something they dabbled with very early on before opting for sprites.
Then when SEGA Sammy tried to strong arm the license and make GGXX their SF2 for free bank Daisuke had to go with Guilty Gear 2: Overture to progress the story and franchise, so they got more experience there probably, they were still running with 3D models for base stuff while developing Blazblue, which got them the dosh to get GG back from SEGA, so again more experience. In short I think it was a circumstance of misfortune resulting in happy accidents.

You're being taken for a bit of a ride, Andy's design like all the KOF characters is work in progress. Ken's design is final.
Don't get me wrong though, both sides are cruising for a rusing. SF fans pick at the flaws of KOF's unpolished work when their recent stuff like Alex and alt Ken are the stuff of nightmares, but KOF fans seem to be getting pretty cocksure their game will go off without a hitch despite history with SNK usually proving otherwise.

They don't use 2d anymore because it's way more expensive, doesn't scale as well and nearly impossible to find talented pixel artists looking for work. Live3d and Xrd's tech show that 2d animation isn't going anywhere, it just needs some time in the oven.

That's not the fault of rotoscoping -

That's just the fault of shitty and lazy animators. Rotoscoping can be the key to producing some of the more nuanced features in 2d animation - but it's a tool - it's up to the user of it not being one also.

3D is fine, even in SFV mostly. Ryu, Rashid, Zangief, Dhalsim, Chun, Cammy, and Karin all look great in the game.

Guilty Gear is one of the few fighting games series that had a good transition from 2D sprites to 3D models. I wish other fighting games looked half as good.

Xrd looks best in still shots, in motion ArcSys' trademark "shit animation outside of intro/outros and super attacks" kicks in and it looks even worse in 3D, no amount of nice lighting/shading changes that

Probably all their work with MB which has really nice animation going for it despite the sprites themselves leaving something to be desired.
I heard rumor ASW helped Ecole and FB with the whole 3D model to 2D thing which is how they got UNIB's bigger, better looking sprites but with the same crisp animation as MB by bringing their heads together.

I'm a little disappointed they didn't get bigger press for their efforts. I guess the planets just weren't aligned in their favor. Similar thing with KOFXIII's stuff, both could use some work but it's the effort that counts and impresses me.
If only the two had happened around the time SFIII did there might have been more recognition for 2D and a possible renaissance. Unfortunately compared to stuff people seen done with 3D there's not much room for a comeback.
