The game tells you too. It's the stage the cursor starts on every time you enter stage select.

That being said, I sometimes did Flame Mammoth first because I wanted to get the heart container in the Penguin stage. I'm not sure what the current optimum strategy for a MMX speedrun is but as a kid I felt it was faster that way.

I choose Mega Man X in the lower-right.

Only thing about the game I didn't like is having to start with Chill Penguin to get the dash upgrade. Made playing the other stages first useless for me.
