I bet you it would sell ~1 million copies on name recognition alone, but Capcom would need to have 3 million to justify expenses and if it sold less than 1mil (likely) it would tomb the franchise for another 10 years.
Qualitatively speaking, it would have to do something to wipe the stench of MMX7 and X8 off the franchise - that's not even counting the mediocrity of 5 and 6. No more Stone Kongs, no more Flame Hyenards, no more gimmick stages.

I was talking about X5 and X6 in regards to Zero. Which in turn fuck with Megaman Zero. But wait, that's not actually Zero! Sorta.
For as much shit as the "Maverick Hunter" FPS game that got cancelled got, I like the idea of X going mad with power because his possibilities are limitless. Then Zero has to stand up to Neo-Neo Arcadia, only it's for real this time.
Of course this would require a game or two of building X up to be the people's champion only for something tragic to happen and none of this is ever going to happen because why would we ever have anything good.

Metal Slug still looks good, even on consoles of the era. If the X series had the effort Metal Slug had, the PS1 games would have looked absolutely beautiful. And MMX4 still looks great.
