Luck doesn't take points from Barter/Repair, they're skills and not SPECIAL. If you wanted to, you could do both. Win a bunch of caps, buy a near-broken piece of equipment and Jury Rig repair it to good.

Barter is useless, because you'll never find vendors with enough cash to buy all your junk. This has been the case in every Fallout.

Repair is useful though.

Barter is useless unless you mod the game to let merchants have larger pools of money; after the first couple hours you end up exhausting their caps every time you sell anything and end up having to exchange whatever loot you're getting rid of for ammo you don't even want.

I'm a real Min-Maxer and Barter is usually either 1 or 6 so I can get Companion Bonuses. Barter is never high at all for me, speech is always more important. I can only think of maybe three times when barter would have been useful in conversation.

I had like 50k caps when I ended the game. It's a weird conundrum because I don't want to waste my caps on just anything, but then everything is so expensive and can usually be obtained for free some other way that I just never spend them.

I feel that. Last character I rolled was a raider with Logan's Loophole for that reason.

I was playing with the alt start mod and ended up getting two things that doubled my chem length but increased the addiction chance %. Thankfully I was immune to the ill effects of my 16 minute long psycho rampages, stacked with buffout. Shit was nuts, but it was really fun.
