I mean, the artist drew a female blanka and said "she won't be in the game" and also a Zen (after seeing all the fan speculation about a new character named such), while stating "he won't be in the game".

On the other hand... there's no concept art for any of the upcoming DLC characters, or the other cameos from story mode (Sakura, Oro, Juri, etc), so maybe they're keeping the actually planned characters under wraps?

cut content is something that was in the game in some form but was removed. concept art is stuff that's in CONCEPT and not yet in development for the game.

The white guy is Joe, the black guy is Mike. They were originally from SF1.
Mike and Balrog are still considered seperate characters because Capcom is eternally afraid of being sued by Mike Tyson. Originally, Mike was Mike Bison in Japan, and is the cause of the entire Bidon/Balrog/Vega name rotation.
