I hate to be the 'it doesn't fucking matter' guy, but it doesnt. it's two sides flexing nuts about who is bigger and tougher as they both opt to send the same one guy out to do fucking anything. I know this is a common problem in the elder scrolls but for whatever reason it was so much more noticeable how annoying these warring factions are when fucking nobody does anything other than talk about how cool they are before questing your ass out.
