PCs are fucking awesome and are a good investment, but they are expensive.
People who say a 250$ PC can beat a PS4 are just trying to stretch facts, use one-day sales, and selectively choose all the parts that can *sort of* resemble PS4 specs but will never actually perform like one just to win an internet argument.
A PS4 is great if you suck at computers and don't have much money. You can kind of save more on software via steam sales and other rebate stores, but the same rule applies for console games if you know where to look and wait appropriately.

Last time I checked 3XX amd series are pricy for the lower end and not that worth it, try to find used 78XX/7XX0/270/280 that are cheap and good condition (that's a gamble tough)
For used nvidia I wouldn't go much older than 760+ series, unless you get a great deal or you're desperate for a card

Yes. The PS4 (which has a better GPU then the XBone (see wikipedia)) uses a modified, weaker version of the amd 7870 gpu.
You can get a used 7870 on ebay for about 80$ -90$.
Getting the equivalent of an XBone GPU will cost you (estimate) about 40-50$ used or 80-90$ new.
