Best advice is to just look around for someone new to the series as well. If you have any SF experience then it shouldn't be hard to hop into KoF.
Depends on where you live as well, South America has lots of good players and lots of people playing in general, while North America it's more rare to find someone, but they generally aren't great. I live in Canada and don't have too much trouble finding matches, and I don't consider myself all that great either.
I have no idea about Europe though, I assume it's dead as fuck.

Real Bout 2 is the most balanced of the 3 games. Real Bout Special is kind of an inbetween, it doesnt have ring outs but its damn fun and its presentation is top notch. What game you might like most is up to personal preference.
