babies know how to walk right after birth, if you move a baby along a surface and support it's weight it moves it's legs properly, it just can't walk due to low muscle mass and piss-poor weight distribution that eases over the course of a year and a half.
Swimming is easier to pick up due to buoyancy, and children as young as a few months can be taught to float on their back
