Because those are recommended requirements (i.e. for Ultra/ High at 1080p/60).
Xbone is 900p/~25 at medium/low.

That doesn't fucking make any sense. The controller itself works with literally every game whether it has gamepad support or not. They probably put a bundle because it's been know that the controller works surprisingly well with strategy games.
