The problem is that the gameplay is sluggish and feels almost half-done. You can button mash through the entire experience and be no worse for wear. Anon. I LOVE video games. I just don't like bad video games.When I'm spending my own money, I tend to be a bit more critical of a game that wastes my time not giving me gameplay. I'm less critical of Undertale because it does many other things right that make the gameplay better, though I still ackowledge its major failings. Also, I'm a sucker for games that don't tie themselves to DRM, so I give it slack on that. Improves my gameplay experience knowing that it isn't tied to mandatory console hardware, or steam/origin. If more games did that, I'd be a little more forgiving. Why? Well, they expect me to tie myself to weak hardware, so the least they could do is make the most of it. But they don;t. the problem there is that your average shooter has a very low skill ceiling, especially console shooters. You're only doing one task at any given moment, usually 2-3 if it's a PC shooter. Otherwise, even in multiplayer, you're just using perks and killstreaks and paying your way to victory with broken DLC. With most RTS's, you don't get that luxury, and are bundled with micromanaging an entire economy and multi-faceted army, all while doing recon and learning every single counter and composition, not to mention experimenting. That's why even watered down games like Starcraft 2 have more skill than games like Bloodborne or Bayonetta or Monster Hunter.

A valid criticism would be that nothing particularly creative is being done to involve the setpieces in what happens next; the areas change, but the change in location doesn't add anything to what the player has to do to advance in and of itself. Which is to say, the aesthetic is all that changes between areas anymore (and is most of what changed in older games as well).
Your implied definition of what gameplay means doesn't make any fucking sense. You put TLOU and the Order together as though they're similar, which tells me you've played neither.
Let me offer a valid criticism to TLOU so that you can understand what it looks like: The Last of Us's area design falls short of its aesthetics in that the environmental "challenges" it presents the player are pre-school level easy, and were only shoehorned in to allow the game time to load while the player is climbing a ladder. While this accomplishes what Naughty Dog wanted it to, it makes the player feel as though they're just being railroaded through some kind of absurdly obvious puzzle, and they may even feel insulted at having to walk around looking for ladders and pallets in a game with no real emphasis on environmental interaction outside of those two gimmicks. It serves only to break up the action and take away from the atmosphere of the chapter by putting an unnecessary, out-of-place step between the player and the rest of the actual game.

Incorrect. A bad game often focuses on making a huge, pretty environment, then walls most of it off so you can't actualy play in most of it. It's a set piece that you're supposed to look at, not interact with. They do this so they can claim that their game has the best graphics, which is wasteful. A good game will only include what's necessary and not go overboard. It would incorporate smarter level design that gives the world more life without needing fancy graphics.
