It's not wrong, in order to draw 240p you needed to draw either 2 fields with the same content or draw every other field a black one (creates scanlines). Because the standardized TV was 480i/60Hz, with 240p you got 30FPS and there is no way how you could go further.

This. The problem isn't games using 30FPS. It's companies trying to make excuses for why they aren't using 60 FPS, or trying to throw out false information about how 60FPS doesn't matter.

If these idiots would just own up to it, then this whole "30 fps? Shit game, not buying" wouldn't have happened.

Course we know why this happens most of the time, consoles are incapable of running at that FPS at that fidelity. They can't admit that or Sony and Microsoft would go "WAH, YOU ARE MAKING OUR SHIT LOOK BAD".

The NTSC standard is 480 interlaced lines of resolution drawn at 60 fields per second.

In interlaced video two fields compose one frame, therefore 480i video is 30 frames per second. However, many games output a 240p signal which is, of course, not standards compliant. Lucky for you that your trusty old CRT is nothing more than a dumb analog device that will try to display any kind of signal that you feed it. All you got to do is change the vertical blanking interval so that the beam scans only the even or the odd lines and your TV is none the wiser.

This means that while 240p video is still 60 fields per second, it is now also 60 frames per second.

In short, 480i is 60 fields per second and 30 frames per second; 240p is 60 fields per second and 60 frames per second. Now whether or not the hardware can run the game fast enough to consistently provide updated fields at that rate is a different matter.

Exactly. The old CRTs output ONLY 480i/60Hz, in order to display 240p on an old CRT you either duplicated the previous field or didn't use the 2nd field at all, both of which result in 30Hz image refresh. If you use both fields in order to produce different pictures, you produce 480i. The old dumb analog TV doesn't give a shit what you feed it, it draws 480i and if you want to display something else, you have to work within those limits. The 240p/60Hz is physically impossible to display on them.
