A grappler is a character whose strategies are built around their command grab. So getting in close and setting up tricky traps to land the grab. You can do this with any character's normal throws but they can be teched whereas a grappler's command throw can't be, hence they're superior (not to mention they do more damage). So superior that entire characters can be built around their grab. These characters are... grapplers!
Really though, a grappler is only a character for whom grappling with the throw is clearly the best strategy for using them. Any character can be played AS A grappler, but not all characters ARE grapplers. Gief does his best damage by setting up into his SPD and Super, but Abel could be played as a combo character ignoring his Tornado, and do just fine. He can be played as a grappler, even though he isn't strictly a grappler and nothing else.

I would say there are more varieties of shotos than there are of grapplers, sure. But Sagat isn't all that removed from Akuma from Ken from Ryu. Hadouken, DP, space covering move (tiger knee, tatsu). That Sagat tends to zone and Ken tends to rushdown and Akuma tends to also rushdown but with a divekick and Ryu can sorta do them all doesn't make them any more different than Abel being able (heh) to combo as well as grapple more than Gief can.

Slash Elbow is decent for quick spacing and pressure, but it's not perfect.
Stomp is ok for punishing fireballs if you predict it but otherwise it losing it's ability to cross-up is a crime.
