I think that Junichi Masuda just worked better with the limitations of the hardware. His music is simple by nature, so being limited to three voices suits his style well. That's probably why his GB era work still sticks out as some of his best stuff, despite the fact that he still composes a majority of the Pokemon battle themes to this day.

If you're talking about Junichi Masuda, then it's important to note that he's barely done anything music-wise since he became director. From RSE onwards he's only written battle themes. Gamefreak's sound team has actually expanded quite a bit since then, with composers like Go Ichinose, Shota Kageyama, Hitomi Sato, Minako Adachi and Morikazu Aoki all joining to write music for Pokemon.
