I can't decide whether to buy Dark Souls 3 for the PC or PS4.
Granted, the PC is probably the superior version, granted it's not an outright shitty port, I can't help but gravitate to the PS4, considering my experiences with Bloodborne and the the original release of Dark Souls (PS3) was pretty positive.
While conversely, PvP has been pretty much a mixed bag on the PC, whether you have rampant hackers, or simply a non-existent community.

Hackers are not a problem, or if they are it's over-exaggerated by console plebs. Community will be very alive on both PC and PS4.
If you have a shit PC, I'd get it for PS4.
If your friends are all playing it on PS4 and you want to play with them, PS4.
Otherwise PC is the right choice.
I prefer the PS4 version only because you get a true physical release. Otherwise the PC version will be better (until it gets hacked to shit)

I've seen this a lot lately and I'm sure it's just low tier bait but I'll bite. I was late to DaS on PC but still had no troubles getting summoned or summoning in any halfways populated area. This includes when the game was in GFWL to Steam limbo. As for hackers, I never focused on PvP and I;m sure they exist, but I was never invaded by one.
If you're serious OP, the 60 FPS on PC alone is worth it.

I've been playing the Japanese version on PS4 and it looks and plays very well so far. I haven't experienced anything too nasty in relation to frame drops but if I had a PC that could run it at 60fps I wouldn't think twice.
That said, it's a fantastic game so I don't think you can really go wrong. I'm playing offline and using google translate so it's interesting to figure things out at times, but it's the most fun and challenging first playthrough of a soulsborne game I've ever had.
Really surprised at how good it is.

Sen's fortress is where you have to go next, you should try upgrading your weapon, if you can't anymore find someone to summon, failing that you'll have to git gud.
The skeletons can be put down permanently, you just have to push through to the enemy that is reviving them.
