How could Bethesda drop the ball so fucking hard when it came to Strong?

>looks just like every other super mutant
>acts like every other super mutant
>is only with you so you can help him pursue "milk of human kindness" yet we never actually do anything like that
>only wants to find the milk so it'd make super mutants stronger than humans
>hates humans, thinks super mutants are better
>is always a dick, boring personality
>Strong comments on very little in the game
>no personal quests
>dislikes everything
>his max affinity is just him calling us his leader because we're good at fighting

What a complete waste of potential.
