Okami's gameplay is no doubt weaker. Combat is on par or slightly better than Zelda, I'd say, but the puzzles are brain dead easy due to Amaterasu's abilities mostly being about manipulating her environment.

The game is piss easy and I never died once. It's such a fun and relaxing experience though. Played it 3 times to completion and loved every minute of it.

Well, there are a shitton of Zelda-likes. A billion LoZ1, LttP ripoffs and when Ocarina hit, EVERYBODY was trying to make the PS1 or PS2 or Xbox's version of 3D Zelda.
The thing is that they obviously have a pretty fleshed out blueprint to work off of, so they tend to improve in one or two areas, but also fall behind in another.
Okami's the famous one, the one that'll usually come up. Its pedigree gives it fantastic combat, and the setting and visuals are gorgeous, but the dungeon design on a whole is much weaker than Zelda proper and its inkbrush input can be sometimes frustratingly obtuse.
Darksiders is a prominent recent one, when everybody would rather shit out sandboxes or Skyrim clones when it comes to action-adventures. It's competent but again, dungeon design is weak and on the whole suffers from the Assassin's Creed/Far Cry issue of way too much padding and just trying to fit in so many mechanics with trivial long-term value.

Define extremely hard. Puzzles should at least make sense in the context of its universe and once you start making it too complex for the sake of difficulty it just becomes unintuitive and can really ruin the experience and gameflow.
Every game broken up between action segments and puzzles know this. Zelda, Resident Evil, Half-Life 2, etc.
