I've a 360 controller and it definitely seems to be made for a gamepad. Swordplay becomes very intuitive on a gamepad, like Ys. Gunplay gets awkward though because you shoot in the direction you move. Hard to snipe from precarious spots.

When you make your first room, you tell gamemaker what FPS you want to work in, and then you follow through with all the sprites.
Sprites aren't full graphical renders like 3d games are, where FPS matters. The game doesn't need to account for motion blur or AF, so no matter what framerate, it'll all mostly look the same aside from frame tweening.

Yes, you need a consistent rhythm. Once you get the hang of how to enter the "speed dash mode" - you can then go either slow dashing or insanely quick dashing depending on the rhythm you choose. It sounds confusing, but once you figure it out - it's really easy.

You can't use tweening because that's not animation. That's moving fucking body parts with physics. This is drawn frame by frame so it's different.
And fighting games are all in 3D now because it's so expensive to make fully animated characters even at 24 fps.
Actually, fine, go ahead and name a fighting game that runs at 60 fps too because the non 3D fighting games DO NOT have 60 fps animations. Even shit like third strike is not 60 fps.
