Saints Row 3 kinda. Once you control an area you can basically do whatever the fuck you want in it and call in a squad of goons dressed as cops driving a tricked out cop car to beat dudes up.

Yeah the first movie was garbage but I did really like the bad guy. Not his performance or anything just the fact that hes constantly sparing Dredd because they are brothers.
