I really liked how TF2 did healing. The Medic was my favourite class. Yes, you had less attack force, but you were the one calling the shots and could easily get a few kills. I usually had most points in my team, too.

Depends on the game and encounters I would say. Sometimes a good healer can keep everyone alive with a shit tank. But if your tank keeps losing aggro and enemy/boss one-shots anyone that's not a tank then there's a big issue.
Also a good healer can't do much when their DPS is shit and there's enrage timer/dps check.
Encounters with massive raid damage sometimes are more simple than they look, at least is good to train a shitty healer.
