I got 560ti 1gb, and I get smooth 60fps at 1920x1200, all but Shadows on High, Lighting on Ultra.
Mgsv is insanely well optomized and can run on basically anything with a graphics card.

He has an AMD card so he has to jump through hoops to put it on and it is a lot more intensive on the card unless you put 2x tessellation in the catalyst but in which case it looks like shit.
However you're technically right he said max in which case he can't get those numbers but without it, it runs fine if not close enough that if you lower either foliage or shadows you'll hit 60. That is what I do with my 280x.

You have your specs posted dude. You cannot get 1080p smooth 60 fps with hairworks 8/16x tessellation and foliage/shadow on with your specs.
It is not that your computer is badly optimized, AMD is just badly optimized for hairworks.
