According to /v/, a bad game like Skyrim should have lost its appeal a long time ago. How come that isn't actually the case, and can someone explain this phenomenon? But more importantly, how come Witcher 3 doesn't have as good mod tools as Skyrim?

That's because the Redkit for Witcher 2 was released 2 years after the game released. Releasing mod tools after that long isn't going to do anything since eyeballs would have moved on long after those two years.
And stuff is coming out, just not as much since CDPR was incredibly late with the mod tools

Just because a game can give more hours of entertainment, doesnt make it a better game.
Witcher 3 was a very concise, well executed package that you experience once, and then move on.
Skyrim is shoddy and mediocre by all means, but the ability to make it into whatever kind of game you want essentially makes it last forever

It does have all the atmosphere and fleshy, meaty parts with the narrative.
But it doesn't mean shit because the Witcher 3 has zero replay value. Not even for the boring combat trees Geralt has.
The endings are all nice, but the plot is all the same except with different choices. Skyrim's even worse in this aspect.
It comes down to mods saving it and turning it into a polished turd of sex and fetishes, that's all that matters.

skyrim is actually a very good game. with mods, it has an incredible amount of good content.
witcher 3 lacks the modding community, replayability, and fame. Its also not as open ended as skyrim, its less of a sandbox and more of a story-driven action game with rpg elements.
